Which is good android phone within rangs Rs 10000 to 13000.Is it galaxy 3 or optimus one?

Q. Hai i need to buy an android phone.Should i buy what is available in market now in the above given range or should i wait for few days or weaks for more better android mobiles in this range. if i buy galaxy 3 will be able to update it to android 2.2?
