A. Hahaha ^ Android does NOT have more apps than Apple's App Store. iPhone 4 has way more applications. The iphone 4 is by far a better phone than the HTC, or Galaxy S because of the app store, the over all UI (user-interface) is much cleaner and easier to use, its a faster phone than the latter, the retina display is amazingly clear and bright, the phone is more asthetically pleasing overall, the iPod/iTunes music organization is much more easy to use and did I mention more apps?

A. It might not be out for you. The update is launched at different times. Australia pretty much got it first with some countries to follow soon. You can check if the update is available on your phone. Normally, it would automatically tell you if the update is available or not, but if you think the update has arrived but your phone hasn't said a thing, you can check manually.
All you have to do is go into Settings, About phone and then System software update (or something similar to that) and then click the button on the bottom that says Check Updates (or something similar). Make sure your phone is connected to the internet (preferably to a Wi-Fi network). It will then check if the update is available. If it does find an update, it will allow you to download it. Once the update is downloaded, you have to go into the notification bar and launch the update installer, then follow the instructions and the phone will then reboot.
