A. For that budget the best option for u among the androids is the xperia e.there r devices from micromax and karbonn too but i am not sure if they're reliable enough.
Xperia e has -
a 3.5" hvga display,android 4.1 jb,3.2 mp cam,1 ghz single core cpu,4 gb internal memory expandable upto 32 gb, 512 mb ram and a great loudspeaker as well.
If u r interested in windows phone then there is the great value for money lumia 520.
It has a 4" wvga display,5 mp autofocus cam,720p hd recording,1 ghz dual core snapdragon s4 krait cpu,512 mb ram,8 ab internal memory expandable upto 64 gb and a complete suite of nokia specific apps.
If u don't like wp then xperia e maybe better for u but lumia 520 does pack better specs and features in almost the same price.

Q. A good android phone (latest OS) , good back and front camera , expandable memory that means card slot , should respond to touch and not hang up ! and a good voice recorder is required ! Please help !

A. i'd say go with lenovo p770. u may not have heard of this phone but this is a great phone to have and truly value for money.. check the specs and see the reviews.
otherwise you always have options in samsung and htc..
but better go with the lenovo one..
in samsung you have samsung galaxy s duos.
htc is not known for being value for money.
