It is highly unlikely that you will find many if any BT phones with actively discoverable BT, since the default is pretty much always off, unless pairing devices.

What windows 7 phone is better? LG quantium or HTC Desire Z?

A. HTC Desire Z is a very good phone but it runs on Android, not Win 7. LG Quantum is a Win 7 phone. Specs looks very good to me but the only problem is, it has no card slot, so you can't upgrade the memory. You'll have 16GB internal memory though.
